According to the press service of the Senate (upper house) of the Parliament of Kazakhstan, the need to amend the agreement on the EAEU is due to constitutional changes in Armenia, according to which, since April 2018, this country has completely transferred to the parliamentary form of government, providing for the transfer of basic powers in foreign policy to the government and the prime minister of Armenia. The bill is sent for signature to the President of Kazakhstan.
