ArmInfo. The Venice Commission expressed its readiness to assist the Armenian authorities in the development of a new Electoral Code. Thus, on November 1, on the sidelines of the international conference " the New Millennium Constitutionalism ", speaking to journalists, the President of the Venice Commission, Gianni Buquicchio, referring to the changes in the EC of Armenia, which were not approved by parliament, stated that there were a number of positive provisions aimed at reforming the code. He recalled that the Venice Commission did not have time to study the changes, but he personally made a statement regarding the amendments to the EC.
At the same time, Buquicchio stated that the Venice Commission had repeatedly stressed the need for amendments to the EC a year before the elections. "My position is that in order for us to welcome the processes, everything must be done in due time, but we also take into account the special situation that has arisen in Armenia and needs clarification," Buquicchio said.
At the same time, he expressed the conviction that the elections would clarify the situation, and if the interim government wins the elections, obtains a stable majority in parliament, it will be able to successfully run the country and implement the planned steps. "Yesterday I held a meeting with the authorities of Armenia. And my impression is that the new authorities are committed to changing the situation in the country, taking all the necessary steps to ensure changes in the alignment of forces in many areas, to change the Electoral Code. And after the elections, the proposed changes that were not adopted by the parliament, will be discussed again, "he said, and in this context he advised the country's authorities to do this openly and transparently, in dialogue with all political forces in Armenia.
He also expressed readiness to assist Armenia in developing a better EC, however, in his words, the government has a lot to do, including related to the law on political parties, solving economic problems and implementing other reforms.
Buquicchio also believes that nothing terrible will happen if the elections are held with the current EC, as the parliament is an independent body, and if it has made such a decision, it means that it should be observed.
