As the president noted, the process of preparation for uniform territorial development has been completed by the adoption of the Territorial Development Strategy for 2016-2025, the strategy for the development of disctricts for 2017-2025 and the Operational Plans for Territorial Development for 2018-2020. In the document, as Serzh Sargsyan pointed out, the following specific indicators are fixed. First, according to the situation in 2025, in every single marz, GDP per capita will exceed 60% of the average republican GDP per capita and below 70% of GDP per capita will be no more than 30% of the population of the districts. Secondly, according to the situation in 2025, in all districts the number of people with secondary specialized and higher education who are not formally employed in agriculture and active enterprises will grow by at least 10 percent compared to 2014.
"I understand that there will be skeptics, many will say: from our villages they leave, especially those who have higher education, but there are mechanisms, there are tools that can bring the situation to the desired state for us," he said. According to the experts of the European Union, as the President indicated, qualitative documents have been prepared. However, in order to implement the strategy, it is important that at least two registers are clearly kept in the communities: agriculture and construction. These registers will show the pace of economic growth, primarily of the community, then - the marz.
"Why do our farms always try to show their incomes less than they do in reality?" Why do villagers try to show fewer yields? What is the reason? No matter what, the tax is not taxed. Nobody comes to these people and if you got a bigger crop, I do not know ... something must be done about it. This is a bad phenomenon, because it interferes with planning, because also other links cannot properly organize their work, "he said. At the same time, as the president asked, what hinders if a person has five heads of livestock, why does he say that he has three? "What is the reason? Who will come to take them from him?", Sargsyan stated. It happens also when the head of a community takes and writes a figure without any calculation and sends it to the regional administration.
"In both cases, these are very bad things, but let's look at the construction figures, but we regularly, and I, and the ministers, and the prime minister travel around the Republic, we visit various settlements, we are glad that construction is going on in different villages. And suddenly we see that it's zero, no construction, I think one of the reasons is that in many cases the documentation is not maintained, but still, sooner or later someone will come and say: "Well, where is your building permit? "Is it not better that we initially did the right thing, and this report was given than in three years, five years will come to see, for example, that in the village there is some kind of industrial enterprise, but nowhere is it registered, "he said. Today, according to Serzh Sargsyan, unfortunately, there are a lot of cases when the community receives mostly inadequate information, which makes it difficult to develop effective targeted development programs in state bodies. "We need to take full account of new gardens, greenhouses, construction sites, etc.," the president said, stressing that this is important from the point of view of planning.
Preliminary research data, as Serzh Sargsyan pointed out, show that 20214 hectares of orchards are registered in the State Cadastre Committee.
