To fight tortures of suspects at the stage of preliminary investigation, a legislative reform is needed in Armenia, Avetik Ishkhanyan, the head of the Helsinki Committee Armenia said at public discussions on the topic "Efficient Investigation in Tortures: Problems in Armenia and International Experience," on May 21.
He said law enforcers try to get information from suspects through tortures, as they lack the necessary training and skills and are sure of their impunity.
"To settle this problem, it is necessary to carry out legislative reform that will prevent such actions, and ensure high independence of the judiciary," Ishkhanyan said. He said the data forced out through tortures must not be taken into account in the course of the investigation, which will become a kind of preventive measure.
