Ինչպես հայտնի է, Հայաստանի Հանրային
ծառայությունները կարգավորող հանձնաժողովն արդեն ընդունել է օգոստոսի 1-ից
էլեկտրաէներգիայի սակագները բարձրացնելու մասին որոշում: Գտնվո՞ւմ է արդյոք Հայաստանում
այլընտրանքային էներգետիկան այնպիսի վիճակում, որպեսզի խոսվի ավանդական
էներգառեսուրսներն այլընտրանքայինով փոխարինելու մասին:


 


Ցավոք, Հայաստանում
այլընտրանքային էներգետիկայի մասին հիշում են միայն էլեկտրաէներգիայի կամ գազի
սակագների բարձրացման ժամանակահատվածում: Չեմ կարծում, որ դա առողջ մոտեցում է:
Առաջին հերթին հարկավոր է հասկանալ, որ այլընտրանքային էներգետիկան անհրաժեշտ է
զարգացնել անկախ էլեկտրաէներգիայի սակագների այս կամ այն տատանումներից:
Այլընտրանքային էներգետիկան դա պարզապես մոդայիկ տրենդ չէ: Դրա զարգացումն իրական
ներդրում է վաղվա օրվանը, հատկապես սեփական ավանդական էներգառեսուրսներ չունեցող
երկրների համար: Ցավոք, երկրի էներգետիկ հատվածի չափից ավելի
քաղաքականացվածությունը շատ է սահմանափակում ոլորտի լիարժեք կայացումը: Հատկապես
դրա համար էլ դրված հարցին կարելի է տալ բացասական պատասխան` ոչ, այսօր
Հայաստանում այլընտրանքային էներգետիկան չի կարող իրապես մրցել ավանդականի հետ:
Սակայն, դրա հետ մեկտեղ անհրաժեշտ է նաև հասկանալ, որ մեր երկիրն ունի
վերականգնվող էներգետիկայի աղբյուրներ, և բիզնեսին այդ ոլորտը կառավարության
աջակցությամբ ներգրավելը կարող է տալ արդյոնք, որը թույլ կտա խոսել ավանդական
էներգետիկայի հետ մրցակցության մասին:


 


Հայաստանի Էներգետիկայի և բնական պաշարների նորանշանակ նախարար Երվանդ Զախարյանը ցանկություն է հայտնել ծանոթանալ այնպիսի ոլորտներին, ինչպիսին արևային և քամու էներգիաների ոլորտներն են: Ինչպե՞ս եք գնահատում այդ ոլորտների կայացման հնարավորությունը մեր երկրում:


 


Առաջին հերթին կցանկանայի ողջունել պրն.Զախարյանի նախաձեռնությունը, քանի որ այլընտրանքային էներգետիկայի պետական մակարդակով ուսոմնասիրությունը հույս է ներշնչում, որ այդ ոլորտում կարող են լինել որոշակի փոփոխություններ: Ընդհանրապես, խոսելով Հայաստանի այլընտրանքային էներգետիկայի մասին, հիմնականում անհրաժեշտ է դիտարկել դրա չորս` արևային, քամու, գեոթերմալ և բիոէներգետիկ ոլորտները: Ցավոք, առայժմ պետությունը հետաքրքրված է միայն երկու և ամենազանգվածային ուղղություններով, սակայն, կարծում եմ, որ ամեն ինչ ունի իր ժամանակը: Ինչ վերաբերվում է հստակ գնահատականներին, ապա դրանք ավելի քան դրական են: Խորհրդային ժամանակներում այլընտրանքային էներգետիկայի ոլորտի աշխատանքները մեկնարկեցին անցյալ դարի 50-ական թվականներին: Սկզբում դրանք կրում էին նեղ, գիտա-հետազոտական բնույթ, և առաջին հերթին վերաբերվում էին արևային էներգիայի օգտագործմանը: Դա լիովին բնական է, քանի որ արևային ժամացույցների թիվը Հայաստանում հասնում է 2300-2500-ի: Պատահական չէ, որ Հայաստանն անվանում են արևի երկիր: Ընդհանրապես, արևը հանդիսանում է մաքուր և անվերջանալի էներգիայի օգտագործման ամենալայն աղբյուրը: Արևային էներգիայի օգտագործման առումով Հայաստանն ունի մի շարք առավելություններ, քանի որ գտնվելով արևադարձային գոտուն մոտ, տարածքի զգալի մասում առկա են բարենպաստ կլիմայական պայմաններ, որոնք թույլ են տալիս լայնորեն կիրառել արևի էներգիան: Այսպես, արևի էներգիայի միջին տարեկան մեծությունը Հայաստանում 1 քառ.կմ հաշվով և հորիզոնական մակերևույթում կազմում է 1720 կՎտ/Ժամ, մինչդեռ Եվրոպայում այս ցուցանիշը կազմում է 1000 կՎտ/ժամ: Տաք ժամանակահատվածներում Հայաստանում արևի ճառագայթման տևողությունը կազմում է տարեկան 85%, իսկ միջին հաշվով` մոտ 60%: Սրանք բավականին լուրջ ցուցանիշներ են, որոնք թույլ են տալիս վստահորեն խոսել ոլորտի լիարժեք զարգացման բոլոր բազային նախադրայլների առկայության մասին:


 


Կարելի՞
է արդյոք նույնն ասել նաև քամու էներգիայի մասին:


 


Ոչ այնքան: Քամու էլեկտրակայանների կառուցումը արևայինների համեմատ
տեխնոլոգիապես բավականին ծախսատար է: Ըստ USAID գնահատականների, Հայաստանի տարածքում 1 կՎտ հզորությամբ քամու մեկ
էլեկտրակայանի կառուցումը նստում է 100-1300 դոլար: Իսկ մինչև 2020 թվականն
ընդհանուր հզորությունը 100 ՄՎՏ-ի հասցնելու համար պահանջվում են 100-130
մլն.դոլարի ներդրումներ: Այս առումով հատկապես նշվում են մեր երկրի այնպիսի
վայրերը, ինչպիսիք են` Պուշկինի, Կարչախաչի, Սեմյոնովկայի, Զոդի, Սիսիանի
լեռնանցքները, ինչպես նաև Չարենցավանի շրջանը: Հարկ է նշել, որ հայ էներգետիկներն
արդեն քամու էլեկտրակայանների կառուցման որոշակի փորձ են ձեռք բերել: 2005
թվականին Հայաստանում շահագործման հանձնվեց առաջին ՔԷԿ-ը` 2,6 ՄՎտ հզորությամբ:
Այն կառուցվեց Իրանի կառավարության 3,5 մլն.դոլար գումարի դրամաշնորհով: Կայանը
տեղակայված է Պուշկինի լեռնանցքում, ծովի մակերևույթից 2060 մետր բարձրության վրա:
Այն հագեցված է քամու 4 տուրբիններով, էլեկտրաէներգիայի տարեկան միջին
արտադրությունը գնահատվում է 5 մլն կՎտ/ժամ, իսկ շահագործման ժամկետը` 20 տարի:
Հարկ է հատուկ նշել, որ Պուշկինի լեռնանցքում տեղակայվբած ՔԷԿ-ը առաջինն է
Հարավային Կովկասի տարածքում: Բայց այս ոլորտի զարգացման գլխավոր պրոբլեմը
սակագնային բաղադրիչում է: ՔԷԿ-ի միջոցով ստացվող էլեկտրաէներգիայի արժեքը բավականին
բարձր է, հետևաբար, դրա փոխանցման վերջնական սակագինը նույնպես կլինի ոչ այնքան
հետաքրքիր: Սակայն, էլեկտրաէներգիայի սակագների բարձրացման հետ կապված`ՔԷԿ
արտադրած վերջնական էներգիայի արժեքը նույնպես կարող է դառնալ մրցունակ:


 


Այսինքն,
կարելի՞ է արդյոք եզրակացնել, որ էլեկտրաէներգիայի սակագների բարձրացումը վատ հնարավորություն
չէ Հայաստանում քամու էներգետիկան զարգացնելու համար:


 


Լիովին: Տեսեք, դեռ 3-4 տարի առաջ մեր երկրում քամու էներգետիկայի
զարգացմանն արգելակող գլխավոր պատճառը համարվում էր էլեկտրաէներգիայի ցածր
սակագինը: Հիշենք, որ այդ ժամանակ այն կազմում էր 25 դրամ: Ըստ հաշվարկների, այս
ոլորտին ներդրողների կարելի է ներգրավել միայն այն դեպքում, եթե 1 կՎտ
էլեկտրաէներգիայի սակագինը կազմի առնվազն 40 դրամ: Այդպիսի սակագինը, սակայն, այն
ժամանակ բավականին բարձր էր հանրապետության բնակչության համար: Տեսեք, օգոստոսի
1-ից Հայաստանում էլեկտրաէներգիայի սակագները կբարձրանան 3,85 դրամով, կազմելով
41,85 դրամ: Եզրակացություններն արեք ինքներդ:


 


Այսպիսով,
որքանո՞վ է կարևոր պետության մասնակցությունը Հայաստանում այլընտրանքային էներգետիկայի
բազմակողմանի զարգացման գործում:


 


Ակնհայտ է, որ Հայաստանում այլընտրանքային էներգետիկայի զարգացման համար
առաջին հերթին անհրաժեշտ է գործընկերային փոխհարաբերություններ հաստատել պետական և
մասնավոր հատվածների միջև, քանի որ այս ոլորտի անբավարար գործելը պայմանավորված է
ոչ միայն տեխնիկական, այլ նաև շուկայի կարգավորման հարցերով: Պետության
դիրքորոշումը ռազմավարական այնպիսի կարևոր համակարգի զարգացման հարցում, ինչպիսին
էներգետիկ անվտանգությունն է, որի բաղադրիչն է նաև այլընտրանքային էներգետիկան,
ունի առանցքային նշանակություն:
