Valery Permyakov, a soldier of the 102nd Russian military base in Armenia, who stands accused for Avetisyans family murder in Gyumri, did not act under influence of irresistible impulse when committing the murders, according to the Investigation Committee of Armenia.
Earlier, the Investigation Committee of Armenia appointed a physiological and forensic psychiatric expert examination which revealed the following: " Permyakov had no psychopathological symptoms, any problems with self-comprehension, and could realize in full his actions and their danger to the public and could control his actions. The expert described the psychological type of V. Permyakov, his individual psychological peculiarities that greatly determined his behavior in the given situation. The investigation continues." Chief Department for Investigation of Major Cases, the Investigation Committee of Armenia, in charge of Permyakov's case. Permyakov underwent the psychological and forensic examination at the territory of the Russian military base in Gyumri on Sept 17 in line with the petition by the legal successors of the Avetisyan's family. Previously the Russian party conducted a similar examination and recognized Permyakov criminally sane.
To recall, a family of six was killed by Russian soldier Valery Permyakov in Gyumri on Jan 12. The only survivor, six-month- old Seryozha Avetisyan, who received stab wounds, died in hospital on Jan 19. Permyakov was apprehended by the Russian border guards near the Armenian-Turkish border on the same night, and he was arrested on January 14. The garrison court of the 102nd Russian military base in Armenia has ruled to arrest Valery Permyakov for 10 years of service in high-security prison on charges of killing more than two people and desertion on August 12. Permyakov was filed a charge of deeds envisaged by three Articles of the RF Criminal Code. That is abandonment of post carrying a weapon, larceny of weapons and ammunition and illegal acquisition, transfer, sale, custody, transportation or carrying of weapons and ammunition. The case under Article "Murder" has been severed and transmitted to the Armenian side. The proceeding date hasn't been set yet.
President of Armenia Serzh Sargsyan said after a meeting with Russian Transport Minister Maxim Sokolov in Yerevan, on June 26 that the Permyakov case was transferred to Armenia.
