2015 թվականի պետբյուջեի նախագծի խորհրդարանական
քննարկումների ընթացքում ԲՀԿ խմբակցության քարտուղար Նաիրա Զոհրաբյանն աշխատանքի և
սոցիալական հարցերի նախարար Արտեմ Ասատրյանից հետաքրքրվել է, թե ինչպիսի վերջնական
որոշում է կայացվելու հղիության նպաստների համակարգում օրենսդրական  փոփոխությունների առնչությամբ:


 


Նա հաղորդել է, որ դեռ
նախորդ կառավարության օրոք ԲՀԿ հանդես էր եկել նախաձեռնությամբ, որպեսզի նպաստ
վճարվի նաև չաշխատող մայրերին, այն ժամանակ կառավարությունն այդ առաջարկությունը
որակել էր ամբոխավարություն: «Իսկ այսօր այս կառավարության դիրքորոշումն այլ է, և
մենք ուրախ ենք դրա համար: Մենք կարծում ենք, որ բոլոր մայրերի շահերը պետք է
պաշտպանված լինեն օրենքով: Սակայն այստեղ մենք լրջագույն խնդիր ունենք. խոսքը
կոռուպցիոն ռիսկերի մասին է: Ամեն մեկը չի կարող լինել նախկին նախարարի, օրինակ,
ֆինանսների նախկին նախարարի կին: Նրա տիկինը, վերադառնալով ֆիզարձակուրդից, ստացել
է 20 մլն դրամ: Ո՞վ պետք է պարզի այս իրավիճակը», - հայտարարել է պատգամավորը:

Նախարարն իր հերթին
հայտարարել է, որ համաձայն է ռիսկերի վերաբերյալ Զոհրաբյանի պնդումներին, սակայն
ձեռնպահ է մնացել ֆինանսների նախկին նախարարին առնչվող դեպքի վերաբերյալ
մեկնաբանություններից: Ինչ վերաբերում է ավելի վաղ կառավարության առաջարկած
աղմկահարույց օրենսդրական փոփոխություններին, ապա Ասատրյանը նշել է, որ իրենք
փորձում են լուծել տարիների ընթացքում կուտակված խնդիրները:



Սոցապահովման պետական ծառայությունը, մասնավորապես, առաջարկում է հղիության և ծննդաբերության նպաստը վերանվանել
մայրության նպաստ: Օրենսդրական փոփոխությունները ենթադրում են 2016 թվականից
մայրության նպաստ տրամադրել նաև չաշխատող կանանց, մինչդեռ գործող օրենսդրությամբ
նպաստ են ստանում միայն աշխատող կանայք: 
Նախատեսվում է չաշխատող կանանց տրամադրվելիք մայրության նպաստը հաշվարկել`
ելնելով ամսական նվազագույն աշխատավարձի չափից (50 հազար դրամ): Այդ նպատակով
նախատեսվում է արդեն 2016 թվականին լրացուցիչ 8 մլրդ դրամ հատկացնել: Նաև
նախատեսվում է 2015 թվականից կրճատել աշխատող կանանց տրվող մայրության նպաստը` կախված աշխատանքային ստաժից: Այսպես, մեկ աշխատատեղում մինչև մեկ տարի ստաժի դեպքում նպաստ կտրամադրվի աշխատավարձի 40 տոկոսի չափով, 1-3 տարի ստաժի դեպքում` աշխատավարձի 60 տոկոսի չափով, 3 տարուց ավելի ստաժի դեպքում` աշխատավարձի 80 տոկոսի չափով: Սահմանվում է նաև առավելագույն չափ. հղիության և ծննդաբերության նպաստի գումարը չպետք է գերազանցի նվազագույն աշխատավարձի հնգապատիկ չափը: Առաջարկվող փոփոխությունները բուռն բողոք են հարուցել քաղաքացիների
շրջանում, որոնք բազմիցս ակցիաներ են անցկացրել կառավարության և խորհրդարանի
շենքերի առջև: Փոխընդունելի մեխանիզմներ գտնելու նպատակով խորհրդարանում
կազմակերպվել են լսումներ:
