State Duma Defense Committee member Franz Klintsevich says the requirements to the Russians that will be serving abroad must be increased after the incident at the Russian military base in Gyumri, RIA Novosti reports. Talking to reporters on June 15, Klintsevich said, "It is necessary to think over toughening of the requirements to our compatriots who will be serving abroad whether these are conscripts or contract officers. It is not ruled out that these requirements will be enshrined in law," he said.
To recall, the dead body of Ivan Novikov, a Russian serviceman of the 102nd military base in Gyumri, was found near the Mother Armenia monument in Gyumri. Traces of violence - stab and slash wounds - were found on Novikov's body. Both the Armenian and Russian parties have opened criminal cases on the fact of murder. The Southern Military District press-office says by preliminary data, a quarrel with comrade is behind the murder. The comrade has been detained and has made confessionary statements. There is information that another serviceman has been taken to the Russian military base hospital with wounds. According to ArmInfo's data, Ivan Novikov was from Tikhoretsk, Krasnodar region, Russia.
