ArmInfo.The Government of Armenia intends to legally regulate the activities of museums. At the plenary meeting on January 16, the National Assembly of the Republic of Armenia approved in the first reading the draft law "On Museums" and amendments to the Code of Administrative Offenses.
As Deputy Minister of Education, Science, Culture and Sports of the Republic of Armenia Alfred Kocharyan noted in his speech, the adoption of the package will ensure coordinated activities for the preservation and protection of cultural heritage. In order to develop a draft law, the ministry studied legislative acts regulating the museum sphere of a number of countries that differ in the level of development of museum affairs - Canada, USA, Great Britain, France, Germany, Latvia, Japan, as well as legislation regulating museum work in the CIS countries.
The bill also applies the Code of Professional Conduct for Museum Workers, adopted by the International Council of Museums, operating within the framework of UNESCO. The bill regulates issues related to the creation of museums, regardless of their form of ownership, and their management. The document, in particular, defines and specifies the goals and principles of creating museums, and clearly defines the basic concepts. The presented project regulates not only relations with the state museum collection, but also with private museums.
The bill regulates the principles of transfer of non-state cultural property to state museums of the Republic of Armenia for temporary storage, replenishment of museum funds with museum objects, their accounting and propaganda. The accreditation procedure and status of museums have been clarified. The adoption of the initiative will ensure the development of new economic mechanisms in the field of culture, as well as the regulation of relations arising between legal entities and individuals.
