ArmInfo. The authorities of Nagorno-Karabakh are leading the people to destruction. This opinion is shared by the head of the Nagorno-Karabakh parliamentary party "United Motherland" Samvel Babayan, who offers a "comprehensive solution" to the crisis in the Lachin (Berdzor) corridor.
Babayan, in an interview with the RFE/RL's Armenian Service , said that the information that he and his party support Azerbaijan's proposal to deliver humanitarian goods from Aghdam to Nagorno Karabakh is not true.
According to him, their position is that, within the framework of a package solution, goods should be delivered to Nagorno-Karabakh simultaneously through the Lachin corridor and Aghdam. In addition, the package should also reflect the issue of the status of Nagorno-Karabakh, that is, it should be clear where they are going. "Otherwise, the problem will not be solved by passing several trucks with cargo," he said.
<It is necessary to give a comprehensive solution to this problem. In other words, it should not turn out that one car passes through Aghdam in a couple of days, then they close this road again, or let 10 cars pass through Lachin, this will not solve the problem. At that meeting, we clearly formulated our point of view: we should get a common comprehensive solution: where are we going, what are we doing, well, they let 10 cars pass, we ate, and then what? What will be the next step?> Babayan asked.
To the question whether the package should also include the issue related to the status of Nagorno-Karabakh, Babayan answered as follows: "[It should include] everything, of course, at least general principles must be formulated." To a clarifying question whether the Azerbaijani side would agree to this, Babayan replied: "I think yes, it will agree." Babayan mentioned that in the near future he will present his approaches to the public, consisting of about 20 provisions, which are still under development.
The head of the second-largest political force of the Nagorno-Karabakh parliament noted that he proposed that the political forces jointly develop these steps, obtain public consent, and then begin to implement them. However, according to Babayan, no one accepted his proposal. "As a result, today they are at an impasse and blame each other," he said.
<Let's wait another 7 days, let's see who they will shift the responsibility to. They should stand up and say: "Dear people, we have no choice, do we need to migrate?" Babayan said.
According to the Karabakh politician, the government of Nagorno-Karabakh is now sending the following message: either they accept aid through Aghdam, integrate with Azerbaijan, or leave Nagorno-Karabakh. As Babayan noted, the authorities do not understand that there is another solution besides this.
<This is how I see what the current government of Nagorno-Karabakh is doing: it is creating a situation in which assistance through Agdam is being discussed, or an emigration from Karabakh is being considered. Women, children will be taken out first, in short, they arrange a circus, not realizing that they are not solving any problem. They lead their people to destruction, that's all>, Babayan said.
When asked whether the government is now raising the issue in such a way that either we accept Aghdam or we will have to leave, Babayan replied: "I don't know in which way they are raising the issue now, but they say something like this. They will announce it in a more official form soon>.
