ArmInfo. Baku is seeking to sign a peace agreement with Yerevan in a bilateral or even trilateral format with the participation of Moscow or Brussels, but not in the OSCE Minsk Group format, Russian military expert Vladimir Yevseyev said in an interview with ArmInfo.
"It should be noted that, as the country that gained victory in the last war Azerbaijan is consistently rejecting all the proposals by the OSCE Minsk Group. It is actually incapable now, and I have serious doubts that it could be capable tomorrow," he said.
He cites a number of reasons for Baku's behavior. He singles out the Azerbaijani leadership's desire to take advantage of the "geopolitical pendulum that has swung in its favor now" and obtain as many preferences as possible from both the European Union and from Russia.
In this context, Mr Yevseyev points out that during the period immediately after the 44-day war, Baku, in its own interests, supported Moscow's mediation simultaneously rejecting that of the OSCE. However, after the Russian peacekeepers were deployed in Artsakh, President Ilham Aliyev "changed his tune" and is now speaking against Russia's military presence, in unison with the West represented by the EU.
"In any case, the West - the USA and EU - are not at all going to 'kiss the Minsk Group goodbye', while Russia is seeking to reconcile its independent actions with its activities within the OSCE Minsk Group. Moscow intends to continue its own policy toward Yerevan and Baku under the three trilateral agreements. Evidence thereof is, for example, is the recently held meeting between the Russian, Armenian and Azerbaijani vice-premier," Mr Yeseyev said.
