ArmInfo.On the eve of the constitutional referendum, precinct election commissions included persons involved in election fraud under the previous authorities. This is stated in the statement of the Armenian National Congress (ANC).
The statement in particular notes that this year the process of forming precinct election commissions (PECs) revealed numerous shortcomings and obvious failures made by the authorities in organizing the referendum. <The reason for heated public discussions and discontent was, in particular, that the composition of PECs was predominantly "staffed" by persons who provided the former regime with numerous services to rig the elections. The ANC believes that the main reason for this situation is the slowness, inconsistency and indecision shown by the authorities in the radical reconstruction of democratic election institutions in the post-revolutionary period. The changes in the Electoral Code initiated by the Government in June 2018 failed, and in the future, contrary to promises to quickly solve the problem after the elections to the National Assembly in 2018, they did not receive a continuation. The matter of protecting democracy, in fact, was transferred to the hands of the "Tigranmukuchyan" people, who were included in the central and territorial election commissions several years ago to serve the electoral crimes of the former regime.
Representatives of the forces that united in the election commissions at the "NO" camp and specialize in falsifying elections received a crushing advantage over representatives of the forces who had been fighting against election rigging for decades. That is, at each polling station, "NO" has 5 representatives, and "YES" - 2. It is of great concern that, according to various analysts, more than 500 people who had previously been involved in election fraud and now included in PECs were nominated by headquarters <YES>.
The issue is more than serious, and requires the effective intervention of the headquarters of "YES" and the CEC to ensure equal representation of "YES" and "NO" in election commissions, "the ANC notes.
To recall, the issue of the dissolution of the Constitutional Court is on the agenda of the constitutional referendum scheduled for April 5.
