ArmInfo. During an unplanned visit of the office of the RA Ombudsman to a temporary shelter for the homeless Hans Christian Kofoed Foundation, a number of violations were revealed. Recall that, according to a government decision, the homeless is provided with temporary housing lasting up to 90 days.
According to the press service of the human rights defender, it turned out that persons with disabilities living in the shelter give part of their pension to the staff of the shelter . Both the building itself and the bathrooms and toilets are not adapted to the needs of people with disabilities. The inhabitants of the shelter are not provided with sufficient personal hygiene products; there is no single procedure for collecting, storing and maintaining health data; the proper disposal of medical waste in the manner prescribed by law is not ensured.
In the kitchen and in the food warehouse, proper hygiene conditions are not observed; food journal is not kept. During the visit, employees of the Ombudsman's office identified expired foods, including yogurt, sweets and peach jam. Not only that: cottage cheese and sour cream, included in the breakfast menu, were not provided to the guests of the shelter.
The opportunity to take a shower is provided once a week, with a maximum of 20 minutes allocated to one person, after which the hot water is either turned off or the person is forcibly taken out of the bathroom. The absence of journals for recording cases of bodily harm or alleged violence was also identified; the beneficiaries' medical records do not contain periodic records; Mandatory medical examinations of shelter staff are not provided and personal sanitary (medical) books are not issued.
A number of problems recorded during the visit were resolved locally. The monitoring results, including the problems recorded, will be summarized in the established manner and, with suggestions for their solutions, will be sent to the Ministry of Social Affairs and Labor of the Republic of Armenia and the Directorate of the shelter.
