Against this background, according to Igityan, many statements made by Mammadyarov and Ilham Aliyev are primarily addressed to the internal public.

Last week, Azerbaijani Foreign Minister Elmar Mammadyarov said that during the negotiations with the Armenian Foreign Minister Zohrab Mnatsakanyan "specific and real issues are discussed", in particular, various documents, the last of which, allegedly on the initiative of Yerevan, is the "Lavrov's plan". Mammadyarov praised the "Lavrov's plan" as based on the Madrid principles "the result of close discussions held two years ago in Moscow."
Commenting on Mammadyarov's statement, Armenian Foreign Ministry Spokeswoman Anna Naghdalyan stated that at this stage there was no discussion about any document.
