ArmInfo. An agreement has been reached with Russian colleagues and soon the Armenian side will have a representative at the Upper Lars checkpoint. This was announced on November 4 by the chairman of the State Revenue Committee (CSG) of Armenia David Ananyan.
According to him, after reaching this agreement between the SRC of the RA and the Customs Service of the Russian Federation, the issue began to be resolved through diplomatic channels. "It remains only in the near future to discuss the issue of a suitable candidate, after which we will have our representative at the checkpoint," Ananyan noted. It should be noted that Armenian exporters have repeatedly complained about "artificial congestion" at the Verkhny Lars checkpoint.
The question arose sharply, especially after the innovations of customs control. According to customs information, weight control began to operate in mid-September in the framework of the decree of the Government of the Russian Federation of 1998 "On state control over the implementation of international road transport." The introduction of weight control at the checkpoint 21 years after the adoption of the decree of the Government of the Russian Federation was explained by the long process of complex equipment of the checkpoint. Meanwhile, heavy truck drivers claim that they did not know about the innovations and are outraged by what is happening.Meanwhile, the Export Armenia Association of Experts has repeatedly raised before the government the issue of lawlessness on the part of Russian customs officers at the Verkhny Lars checkpoint. Such behavior undermines, discredits the very idea, the essence of the Customs Union as such. "Not a single EAEU country has a similar problem except Armenia. That means we must achieve equal logistics conditions with other EAEU countries. Therefore, cargo from Armenia should not be subjected to customs control, as cargo from Belarus, Kyrgyzstan, Kazakhstan and Russia are not subject to. crossing each other's borders, "the head of the Association, Emil Stepanyan, said in an interview with ArmInfo correspondent. The association offers the government to raise the issue of creating a separate "green corridor" for Armenian exporters. "We all must realize that correcting the problem associated with the Verkhny Lars checkpoint will reduce exporters' expenses on logistics, transportation time to the EAEU countries, which in turn will increase the competitiveness of Armenian products," he said.
