ArmInfo. The parliament of Armenia should become more open and transparent to the public of the country. Tigran Galstyan, the head of the National Assembly's apparatus and Secretary General of the National Assembly, said this at a hearing in parliamentary commissions on the draft state budget of 2020 on October 30.
According to him, in order to achieve this goal, there will be a need to carry out a number of scientific, educational and informational events in 2020, and for this we need sufficient financial resources. Meanwhile, the application of the NA apparatus for 6.408 billion drams was reduced to 6.095 billion drams. In 2020, the Parliament's apparatus will focus on five key tasks - ensuring legislative activity of the National Assembly and representation expenses - over 6 billion drams, paying contributions to international parliamentary organizations - 183 million drams, retraining of civil servants - 1.2 billion drams, improving technical equipment of the National Assembly - 222 mln drams, repair work - over 70 mln drams. Over 90% of all budgetary allocations will be directed to ensure legislative activity of the National Assembly of the Republic of Armenia. The head of staff stressed that for the first time in the past few years, it is planned to carry out major repairs of all buildings and structures of the parliament. It was envisaged, in particular, to replace the electric cables installed back in 1960-1965, which are morally and physically obsolete. Their further use may cause fires. Meanwhile, the appropriations for solving this problem have been removed from the initial application of the RA National Assembly. Also, the volume of financing of the salary fund was reduced by 133 million drams, which can lead to problems when attracting highly qualified specialists. The head of the apparatus expressed hope that following the results of the discussions, the application of the parliament apparatus would be fully satisfied.
