"The Armenian legislation has tried very hard to form a super-premier system in a parliamentary country, I pledge to eradicate this system and make the government more level-headed," said Nikol Pashinyan, a candidate for prime ministers, parliament deputy and leader of the protest movement at a special meeting of the National Assembly.
According to Pashinyan, saying that in future the page of history will be closed in Armenia, when the government headed by the prime minister can impose its decisions on the entire state system, meaning that these changes will be made within the framework of the laws. "We will achieve this within the framework of legislative changes and reduction of the powers of the head of government, and not because we will hope for the good will of the prime minister," he said.
According to the candidate for the premieres, within the framework of this logic, the Police and the National Security Service of Armenia should change their current status to a ministerial one, thus ensuring the accountability of these structures to the National Assembly. "This is hampered by a number of constitutional and legislative provisions, but they are surmountable," he explained.
To date, as emphasized by Nikol Pashinyan, too many powers are concentrated in the hands of the prime minister. "State institutions, including the institution of the presidency, are deprived of all sorts of powers - the president is assigned the status of an office worker, and this is hitting the authority of the state," Pashinyan said.
