ArmInfo.Deputy Foreign Minister of Armenia Shavarsh Kocharyan believes that if an arms embargo were imposed on the conflicting sides, there would be no such  conversations that "if not we, then others will sell weapons."

"At one time, the Russian side said that if it does not, another  state will do it. I put forth the following idea:  since the three  OSCE Minsk Group Co-Chair countries are permanent members of the UN  Security Council, they have the potential to achieve the imposition  of a general embargo on arms deliveries to certain countries. This  would be the solution of the issue, and no country could say: if it  does not deliver, it will be bought from another," Deputy Foreign  Minister of Armenia Shavarsh Kocharyan told reporters in the National  Assembly, referring to the last statement of Russian President  Vladimir Putin, that the supply of US arms to Ukraine exacerbates the  situation and does not contribute to the settlement of the issue, and  comments on whether it can be concluded that the supply of arms to  Azerbaijan does not want Russia to resolve the conflict in Karabakh.

At the same time, he added that it is problematic to take such  decisions in the UN Security Council, but it is possible, since the  OSCE Minsk Group co-chairs should be interested in this.

Touching upon the statement of Personal Representative of the OSCE  Chairman-in-Office Andrzej Kasprzyk that the monitoring group could  not understand where they shot from during the last OSCE monitoring  on the Armenian-Azerbaijani state border, Kocharyan stated:  "Naturally, if the statement is unaddressed, it encourages Azerbaijan  resort to such steps. But in general, we see that Azerbaijan is  isolated from all rules of the international game. Although  Azerbaijan is isolated from this international game by such behavior,  this does not mean that the Armenian side should feel securely  protected. We, first of all, should rely on our strength." 

Touching upon the ARF Dashnaktsutyun proposal on the unilateral  implementation of the Vienna and Petersburg agreements by the  Armenian side and introducing mechanisms of trust on its side, and  thus avoiding statements that it is unclear which side was shooting,  the deputy minister stressed that such equipment has been installed  today along the entire perimeter of the contact line.
