ArmInfo.Armenian Deputy Foreign Minister Shavarsh Kocharyan, assessing the recent actions of Baku aimed at aggravating the situation in Nagorno Karabakh stated  that this is another crime of the hereditary Baku regime based on hatred against the neighboring people and the blood of its own people.

"Obviously, Azerbaijan's refusal to implement the mechanism  for investigating incidents is aimed at placing responsibility on the  Armenian side for the ongoing provocations it is undertaking. Until  Azerbaijan fulfills its international obligations under the  trilateral agreements on the cessation of hostilities and fire  between Azerbaijan, Nagorno-Karabakh and Armenia from 1994-1995, it  refuses to implement the agreements reached in Vienna and St.  Petersburg aimed at strengthening the regime Ceasefire, and continues  to initiate armed provocations against Artsakh and Armenia, it is the  leadership of Azerbaijan who is responsible for all the victims of  these provocations, regardless of their nationality "Kocharian said,  responding to the question of" Orakarg "of the public TV of Armenia.

At the same time, referring to the statement of  Turkish Foreign  Ministry regarding this provocation, Kocharian stated that during the  aggression initiated by Azerbaijan in April previous  year, Turkey  not only did not condemn targeted use of Azerbaijan as a target of  the peaceful population of Artsakh, including murder of  children,  the barbarous dismemberment of the elderly, decapitation in the style  of ISIS of captured Armenian soldiers, but, in fact, encouraged these  war crimes.
