Considering Armenian President Serzh Sargsyan's authorship in the constitutional reform, his future estimate, as Armenian national leader, depends on the shifting quality of Armenia to the parliamentary governance model. Such an opinion was expressed to ArmInfo by Russian expert Sergey Markedonov.
"The meaning of electoral campaign held in Armenia goes out of Parliament personnel forming shapes, as April elections turned into something like shifting point. And the elections to the National Assembly are being finished absolutely not by counting the votes, as the main problem now is to form the Government", he noted.
To note, according to CEC data 1 mln 575 thousand citizens (60.93%)from 2. 587.706 took part in the elections. The Parliament will have 105 lawmakers. The ruling Republican Party of Armenia receives 58 mandates, three from which representatives of national minorities (Assyrian, Kurds and Yezid), Tsaroukyan bloc 31 mandates, 1 representative from Russian community, Yelk-9, ARFD Dashnaktsutyun 7 mandates. Pre electoral bloc ANC-PPA did not enter the Parliament, as it received only 1.65% votes.
"From four coalitions in the Parliament two are the ruling RPA and its coalitional partner ARF Dashnaktsutyun as government-supervised, Tsaroukyan and Yelk blocs as oppositional. In case of joining the efforts the Republicans and ARFD members have a chance to receive constitutional majority and form the Government. In this case it is not ruled out that actual Prime Minister Karen Karapetyan will remain at his post", he noted.
Without ruling out Tsaroukyan and Yelk blocs could mistreat the authorities, Markedonov thinks that it is not difficult to present the unification of different groups and directions of Armenian opposition, because, as a rule, they struggle not only against the authorities, but also against each other. He also estimates Tsaroukyan's chances by tender with the Republicans on joining the coalition, as low, considering Dashnaktsutyun attendance.
"To save leading positions of the ruling coalition it is necessary to continue the course of updating, considering the critics during electoral race. The flexibility will allow implementing political shifting in Armenia in a peaceful way and without incidents. Particularly at the background of the Speaker elections in the Parliament, the preparations to Presidential campaign, elections to Yerevan Council of Elders, defining formal and informal status of the current Armenian President", Markedonov said.
