ArmInfo. In Vardashen penitentiary, Artsakh war veteran and leader of the Founding Parliament Zhirayr Sefilyan has issued a statement regarding the Armenian Defense Ministry's scandalous draft law "On compensation for harm to life or health of servicemen defending the Republic of Armenia".
"A century after Sardarapat, we face the same situation as during the Battle of Sardarapat. Russia, Turkey and Azerbaijan are taking consistent steps to tighten the Turkish noose around our neck. They are planning to take Artsakh away from us and give it to Azerbaijan. In exchange, Baku promises to rush into Moscow's arms and to secure the leadership of the Russian-Turkish union in the region. Certainly, this plan includes full colonization of sovereign Armenia, because as an independent state Armenia is an eye sore for them," Sefilyan says in his statement sent to ArmInfo.
He stresses that Azerbaijan keeps preparing its military for war, while the corrupt leadership of Armenia keeps exerting pressure on the people's resistance spirit, disarming people and using them. "Facing the threat of genocide, Armenian people in their own country have no right to have weapons for self-defense. Even in the current desperate condition, the authorities keep taking away arms from the residents of Armenia's near-border districts and holding them accountable," he says, recalling that under the guise of revealing arms and ammunition, the house of Sasna Tsrer member Sedrak Nazaryan's father in Spandaryan village of Syunik province was barbarically searched, and the people of that village, as well as the adjacent villages were intimidated.
Sefilyan points out that there is no time for thinking and there is no confidence in the country's leadership, which is traitorously disarming people and preparing to cede the liberated territories, at the same time intending to cover the costs of the perished soldiers' funeral by raising 1,000 AMD from people.
He thinks that people should prepare for war and defense. "For that purpose, people must demand that the criminal regime should arm people instead of disarming them," he says, stressing that the basis of the army nation concept is the armed and well-prepared people. "I am convinced that we have the relevant potential to bring the enemy to heels and to create the Kur-Arax Republic and we are going to put this program in practice. I am personally ready to head the Sasna Tsrer group and assume the responsibility for that process," he notes.
To note, if the Armenian Parliament approves the draft law, the specified Fund will be set up. Armenian Minister of Defense Vigen Sargsyan has recently reported to the President of Armenia on the commencement of a new program initiated and tasked by President Sargsyan, on the steep increase in payments of state insurance (a onetime as well as monthly payments) for the families of the servicemen killed or handicapped in military actions or in the course of military duty. The Armenian President's press office reported that the families of the killed and first degree handicapped individuals will receive a onetime compensation of 10 million AMD. The families of the second degree handicapped servicemen will receive a onetime compensation of 5 million AMD. Monthly compensations in case of death of the serviceman or the first degree handicap will make 300,000 AMD for the officers, 250,000 AMD for the junior officers and 200,000 for the privates. In case of becoming the second degree handicap, the compensations will respectively make 200,000; 150,000; and 100,000 AMD. That amount, in the form of insurance benefit, will be paid out for 20 years, which will make 82 million AMD for the officers, 70 million AMD for the junior officer staff, and 58 million AMD for the privates. The program will be financed through a special fund to which every working person will monthly contribute one thousand AMD.
