ArmInfo.The Collective Security Treaty Organization (CSTO) has proposed a package of measures to assist Armenia, including dispatching a mission to the Armenian-Azerbaijani border to assess the situation, CSTO Secretary General Stanislav Zas stated in an interview with the All-National Television of Belarus.
Speaking of the situation in the South Caucasus, Mr Zas stated that the trends in the CSTO responsibility region in the Caucasus are a source of cautious optimism. All the CSTO member-states are aimed at establishing peace in the region, a peace agreement, legal border demarcation and unblocking of transport links.
"And the regional countries are following this way. And it is good. On the other hand, the situation is rather complicated - primarily along the Armenian-Azerbaijani border, with almost daily exchange of fire. The package of measures proposed by the CSTO as assistance to Armenia - from political and diplomatic to military measures - have generally been supported by all the states," Mr Zas said.
According to him, "the only thing the CSTO leaders failed to do is a unanimous opinion on the situation there."
After Azerbaijan's large-scale aggression against Armenia's sovereign territory on September 13-14, official Yerevan applied for assistance to Russia, the CSTO and the UN Security Council. The CSTO dispatched a mission to Armenia to assess the situation. Official Yerevan stated it expected a targeted political assessment of the occupation of Armenian territories. Moreover, Armenia's premier refused to sign the declarations of the Collective Security Treaty Organization (CSTO) Collective Security Council on join assistance to Armenia.
"The lack of a clear political assessment of the situation can mean not only the CSTO's refusal of allied obligations, but it can also be interpreted by Azerbaijan as a green light from the CSTO for further aggression against Armenia. And this contradicts not only the letter, partners, at the moment I believe that the draft "Declaration of the CSTO CSC and on joint measures to provide assistance to the Republic of Armenia" submitted for signing is not sufficiently finalized, and in this form, with all due respect, I am not ready to sign these documents," Pashinyan said in his closing speech at the summit of the CSTO member states.
