ArmInfo. I do not understand the meaning of the statement "Artsakh is Armenia and the point". Perhaps this has an allegorical meaning for the current authorities, but in  fact this principle turns Nagorno-Karabakh into one of the regions of  the Republic of Armenia. The second president of Armenia Robert  Kocharian stated this in an interview with a number of opposition TV  channels.

"At the same time, it is a little unclear to me how, in parallel with  this formula, the statement that the solution to the conflict should  proceed from the interests of the peoples of Armenia, Artsakh and  Azerbaijan is related. I don't see the intersection of these two  hikes. And it was just here that the logical essence of the process  of the Karabakh conflict settlement broke. It is clear that  Azerbaijan is not going to give up Karabakh. No one in Azerbaijan has  ever stated that Karabakh can self-determine and have its own  statehood. And according to the new formulas of the new government,  Karabakh must either abandon the idea of independence, or Azerbaijan  must agree with the independence of Karabakh. There is neither one  nor the other. And then the question arises around what principles  this issue should be resolved. This is incomprehensible to me. And  this is of great concern to me. By doing this, we give the co-chairs  a wide corridor for improvisation. Therefore, it is no accident that  today the fact of the Azerbaijani community of Nagorno-Karabakh has  been revived. And, as I imagine, it is no coincidence that the new  concept of national security in Armenia does not contain the concepts  of "Nagorno-Karabakh Republic" and "people of the Nagorno-Karabakh  Republic", but there is the concept of "population". And this is in  the most interesting way connected with the resuscitation of the  concept of "a representative of the Azerbaijani community of  Nagorno-Karabakh. Is this an accident? Possibly, but a very  disturbing accident, "said the second president of Armenia.

Kocharian also noted that from the very beginning of the conflict,  since 1988, the Armenian authorities considered the settlement of the  Artsakh conflict from the point of view of the people's right to  self- determination. "However, as you know, attempts were constantly  made from Baku to translate this conflict into a territorial dispute.  However, it is obvious that this plane is unfavorable for Armenia and  Artsakh from the point of view of resolving the problem. He noted  that he does not see the thread on which principles the current  authorities are approaching the solution of the problem. Discussing the position of the authorities regarding the involvement  of Artsakh as a party to the conflict and a full-fledged participant  in the negotiations in the negotiation process, Kocharian noted that  a statement is one thing, but what is in fact is another. "I am  surprised by the fact that it is illogical," he said, noting that in  illogical phenomena one can see deliberate tendencies or a lack of  understanding of the essence of the settlement.
