To recall, the powers of Gyulumyan were terminated from today according to constitutional amendments. Earlier on his Facebook page, Prime Minister Nikol Pashinyan announced that the constitutional amendments entered into force on June 26, and Hrayr Tovmasyan is no longer the President of the Constitutional Court, and Feliks Tokhyan, Hrant Nazaryan and Alvina Gyulumyan are not members or judges of CC. Meanwhile, Gyulumyan told reporters that no one has yet ascertained that her powers have been completed.
<The constitutional norm was adopted, but there is a law <On the Constitutional Court>, which regulates the organization and activities of the Constitutional Court. In this case, by the force of law, we still continue to work>, she said, adding that there is no document on the protocol decision adopted at the court session on the completion of the powers of judges. Thus, according to her, statements about the termination of powers of the above persons are not the basis and legal framework.
To recall, On June 24, Armenian President Armen Sarkissian signed a package of bills, including regarding amendments to the law on the Constitutional Court. On June 22 the National Assembly at an extraordinary meeting approved the relevant amendments. According to the amendments, the powers of the judges of the Constitutional Court, who had been in office for more than 12 years, were terminated. Already former head of the Constitutional Court Hrayr Tovmasyan will continue to work as a judge. The President and deputy President of the CC will be elected after the approval of the full composition of the CC (9 judges). Moreover, the current composition of 6 judges is sufficient for the legality of the convened meetings, that is, the continuity of the activities of the Constitutional Court will not be violated. According to the law, in the absence of the President and deputy President of the Constitutional Court, the oldest judge, that is, Ashot Khachatryan, temporarily performs the powers of the President of CC.
