ArmInfo. The Armenian authorities are motivating Azerbaijan not to sign a peace treaty with Armenia. Narek Karapetyan, leader of the Strong Armenia faction, stated this from the parliamentary rostrum on October 27, commenting on the TRIPP draft submitted for ratification.
According to the opposition leader, a peace treaty with Baku must be signed before discussing the implementation of the TRIPP draft. Otherwise, having gained a direct route to Nakhichevan, Azerbaijan could delay the peace treaty process for many years. Peace, as Narek Karapetyan noted, will come when the Armenian side finally stops making unilateral concessions. "When they see that concessions can achieve the result they desire, they will constantly torpedo the peace treaty process by putting forward ever new demands," said Narek Karapetyan.
As a reminder, the country's parliament is currently discussing a framework agreement on strategic cooperation for the Trump International Peace and Prosperity Initiative (TRIPP). To implement the program, it is planned to establish a TRIPP development company in Armenia. A 74% controlling stake will be held by the American side, the TRIPP development company, and 26% by Armenia. The American company must be registered in the state of Delaware as a wholly owned subsidiary of the US International Development Finance Corporation. It must remain under US control at all times, and no third party may acquire ownership rights to it. The company's charter will be governed by Armenian law, and the shareholder agreement will be governed by the laws of the US and the state of New York. The TRIPP project includes railway, road, oil and gas pipeline, fiber optic, and energy projects. The developer may establish specialized subsidiaries to implement specific projects. Changes in company management, share transfers, the creation and ownership of subsidiaries, certain major financial and contractual transactions, the granting of concession rights and final terms, as well as national security and political issues, will be governed by special mechanisms requiring mutual consent of the parties. The agreement also establishes certain tax incentives.
