ArmInfo. As part of the criminal proceedings conducted by the Investigative Committee, it was established that Kh.M., who held the position of head of the Sipanik village of the Masis community, used the village's underground water resources without a water use permit, causing particularly large material damage to the state in the amount of 17,947,008 drams. By the prosecutor's decision of October 22, 2026, a criminal case was initiated against Kh.M. under Part 1 of Article 375.1 of the Criminal Code. The administrative head of the Sipanik village partially compensated for the damage in the amount of 8 million drams. The press service of the Prosecutor General's Office of the Republic of Armenia reported this.
The supervisory authority's statement noted that the prosecutor, as part of its review of the legality of the criminal proceedings, determined that on August 13, 2007, the head of the village administration, Kh.M., arbitrarily constructed ponds on the agricultural land he leased in the village of Sipanik, in violation of the lease agreement, while engaging in entrepreneurial activity.
The prosecutor sent a petition to the head of the Masis community requesting measures to terminate the land lease agreement, as well as the employment contract concluded with the head of the Sipanik village administration, Kh.M.
The preliminary investigation of the criminal case is ongoing.
