Over 40,000 displaced persons from Nagorno-Karabakh acquire Armenian  citizenship

ArmInfo.More than 40,000 forcibly displaced residents from Nagorno-Karabakh have been granted citizenship of the Republic of Armenia, according to Nelly  Davtyan, Head of the Migration and Citizenship Service of the Ministry of Internal Affairs. Speaking at a press conference on  August 14, 2026, Davtyan provided an update on the integration and legal status of individuals displaced following the events of  September 2023.  Out of the total number of new citizens, over 12,000 are minors, she noted.

Davtyan pointed out  that the vast majority of these naturalizations  have taken place over the past two years: since 2025: Approximately  28,000 displaced persons from Nagorno-Karabakh have received Armenian  citizenship; 8,600 of those citizenships were registered in 2026  alone.

Responding to comments regarding the processing speed and capacity  for serving displaced residents, Acting Deputy Minister of Internal  Affairs Armen Ghazaryan stated that state structures delivered  services within the limits of their operational capabilities. He  emphasized that this approach and the legality of the administrative  processes have also been validated by a ruling of the Constitutional  Court.
