Կիևում ԵԱՀԿ նախարարական գագաթնաժողովի շրջանակներում Ադրբեջանի և Հայաստանի ԱԳՆ ղեկավարների հանդիպման արդյունքների համաձայն Էլմար Մամեդյարովը հայտարարել է, որ բանակցություններն ընթացել են ՙհինգ, իսկ հետո ևս երկու ադրբեջանական շրջանների ազատման, ինչպես նաև ճանապարհների ու հաղորդակցությունների վերականգնման՚ շուրջ: Ձեր կարծիքով, նման հայտարարությունը որքանո՞վ է համապատասխանում բանակցային գործընթացի այսօրվա տրամաբանությանը:


 


Կարծում եմ, որ իրականությունից կտրված հայտարարությունները կարող են միայն Մինսկի գործընթացի և դրա մասնակիցների նկատմամբ Հայաստանի և ԼՂՀ հասարակությունների անվստահությունը հարուցել, ինչն իր հերթին բացասաբար կանդրադառնա կարգավորման վրա: Միջնորդները և հակամարտության կողմերը կարող էին իրականանալի նպատակներ դնել իրենց առջև և ընթանալ դրանց ուղղությամբ: Միայն ՙփոքր քայլերի՚ մարտավարությունը կարող է նվազեցնել լարվածության մակարդակը հակամարտության տարածաշրջանում և բարենպաստ մթնոլորտ ստեղծել երկխոսության հետագա շարունակման համար:


 


Բաքվում գտնում են, որ Հայաստանը Մաքսային միությանն անդամակցում է` Ղարաբաղյան հակամարտության կարգավորման գործում Մոսկվայի միանշանակ աջակցությունն ապահովելու նպատակով: Արդյո՞ք սկզբունքային փոփոխություններ եք սպասում գործընթացում ՄՄ-ին Հայաստանի անդամակցությունից հետո:


 


Մի կողմից Հայաստանի միացումը Մաքսային միությանը` որպես առևտրատնտեսական միավորման, չի կարող անմիջական ազդեցություն ունենալ Ղարաբաղյան հակամարտության կարգավորման վրա: Մյուս կողմից` ՄՄ-ին, հետագայում նաև Եվրասիական միությանն անդամակցելու Հայաստանի իշխանությունների մտադրությունը նշանակում է Հայաստանի և Ռուսաստանի միջև դաշնակցային հարաբերությունների հետագա ամրապնդում: Հարաբերությունների այդ նոր մակարդակը պետք է առնվազն ապահովի ՀՀ և ԼՂՀ մարտունակության բարձրացում մինչև այն մակարդակը, որը կստիպի հակառակորդին հրաժարվել քաղաքական խնդիրների լուծման ուժային մեթոդներից:


 


Հաշվի առնելով, որ Մաքսային միությանը Հայաստանի ինտեգրումից հետո Հայաստանի և Լեռնային Ղարաբաղի միջև որևէ մաքսակետ չի կառուցվելու` արդյո՞ք դա նշանակում է ԼՂՀ ոչ պաշտոնական միացում ՄՄ-ին: Ի՞նչ դեր կարող է հատկացվել Լեռնային Ղարաբաղին Հայաստանի և Մաքսային միության միջև հարաբերությունների նոր համակարգում:


 


Հայաստանի Հանրապետությունը և Արցախն արդեն ավելի քան երկու տասնամյակ գտնվում են միասնական ֆինանսատնտեսական տարածությունում, և ՄՄ-ին Հայաստանի անդամակցությունը չպետք է խախտի ստեղծված իրավիճակը: Չեմ կարծում, թե ԼՂՀ-ն կարող է ինչ-որ դեր ստանալ Հայաստանի և ՄՄ միջև հարաբերությունների համակարգում:


 


Արդյո՞ք կարծում եք, որ զենք մատակարարելով Ադրբեջանին` Մոսկվան կախվածության մեջ է դնում Բաքվին նոր պարտավորություններով, ինչը համապատասխանում է ԼՂՀ և Հայաստանի շահերին, թե՞ նման մատակարարումները վնաս են հասցնում հայկական հանրապետություններին:


 


Զենքի ցանկացած մատակարարում Ադրբեջանին, որի իշխանությունները բացահայտ պատրաստվում են ԼՂՀ դեմ նոր զինված ագրեսիայի, հակասում է երկու հայկական պետությունների շահերին: Ադրբեջանի հետագա ռազմականացումը կարող է խախտել ստեղծված ուժերի հավասարակշռությունը, ինչի շնորհիվ է պահպանվում բազմամյա հրադադարը:


 


Վերջին ժամանակներս Իրանի շուրջ իրավիճակը կտրուկ փոխվում է: Մասնավորապես, ԻԻՀ-ն ԱՄՆ թիվ 1 թշնամուց աստիճանաբար վերածվում է Նահանգների նկատմամբ բավականին լոյալ պետության: Տարածաշրջանային տերության նման տրանսֆորմացիան ինչպե՞ս կարող է անդրադառնալ հարևան Լեռնային Ղարաբաղի վրա: 


 


Սիրիայում ճգնաժամի խորացումը և, որպես հետևանք, Իրանում իրավիճակի ապակայունացումը, կարող էին փոխել Ղարաբաղյան հակամարտության միջազգային պարամետրերը և խիստ բացասաբար անդրադառնալ դիմակայության գոտում իրավիճակի վրա: Ինչպես հայտնի է, ԻԻՀ-ն միակ երկիրն է տարածաշրջանում, որն ընդհանուր սահմաններ ունի ղարաբաղյան հակամարտության բոլոր երեք կողմերի հետ: Մինչդեռ փախստականների հնարավոր ներհոսքը 75 միլիոնանոց Իրանից, որտեղ ադրբեջանական և հայկական խոշոր համայնքներ կան, կարող էր հումանիտար աղետի եզրին կանգնեցնել տարածաշրջանի երկրներին` չխոսելով Իրանին հարվածներ հասցնելու այլ հետևանքների մասին: Բարեբախաբար, իրադրությունը Սիրիայում փոքր-ինչ կայունացել է, և ԻԻՀ-ում նոր նախագահի ընտրությունից հետո Արևմուտքի և Իրանի միջև հարաբերությունների բարելավման միտում է նկատվել, որոշակի պայմանավորվածություններ են ձեռք բերվել իրանական միջուկային խնդրի շուրջ: Արդեն այն, որ տարածաշրջանի բոլոր երկրներին հաջողվել է խուսափել Իրանի շուրջ իրավիճակի հետագա սրացման անխուսափելի կորուստներից, բավական դրական է: Ինչ վերաբերում է Արցախին, ապա Արևմուտքի հետ Թեհրանի մերձեցումը նոր հնարավորություններ կբացի Ստեփանակերտի համար, որոնցից հարկավոր է օգտվել:
