He noted that the words of the Prime Minister about Shushi were misunderstood. "The Prime Minister noted that during the first Karabakh war, Azeri refugees left Shushi, since by 1990 the majority of the population of Shushi were Azerbaijanis. At the same time, the issue of their return has always been on the agenda of the Artsakh issue settlement. That is, if the Prime Minister agreed to their return, the demographic situation in the city would change dramatically. "If 90% of the population of Shushi were Azerbaijanis, would the city remain Armenian?" Asked Rubinyan, noting that if the Armenian side continued to control Shushi, the city, after the return of the refugees, would essentially cease to be Armenian. The MP stressed that the demographic situation in Shushi was changing as a result of the policy of Azerbaijan. Rubinyan noted that the Azerbaijanis carried out ethnic cleansing, and the Armenians gradually became a national minority in Shushi, and this is what the Prime Minister had in mind. It should be noted that during the government hour in parliament, Armenian Prime Minister Nikol Pashinyan stated that it was impossible to end the war with less territorial losses. According to Pashinyan, Azerbaijan's condition was the return of refugees to Shushi, and then the city would cease to be Armenian, since Azerbaijanis would make up 90% of the population. This phrase was widely "publicized" by the Baku media in terms of what Pashinyan considers Shushi to be an Azerbaijani city.
