As stated in the statement of the Presidium of the National Academy of Sciences, "In connection with the difficult situation resulting from the Turkish-Azerbaijani aggression against Artsakh and Armenia, the
Presidium of the National Academy of Sciences of the Republic of Armenia considers that the agreement signed between Azerbaijan, Armenia and Russia on November 9 is a humiliating document for the Armenian people. According to the document, the Republic of Artsakh suffers great territorial losses, has serious restrictions on sovereignty, and a difficult and heavy moral and psychological environment is created in the two Armenian republics and the Diaspora.
In this situation, we view the peacekeepers of the Russian Federation as an exclusive guarantor of stability in the region, and also as a salvation from the Turkish-Azerbaijani policy of genocide against the Armenians of Artsakh and the establishment of stability in the region.
We highly appreciate the decisive role of the Armenian Armed Forces in preserving the territory under the control of the Artsakh authorities. We call for the elimination of demoralization of the army, and to promote the replenishment, strengthening and modernization of the army.
We strongly condemn the long-term passive attitude of the republic's authorities to science, as a result of which it became impossible to apply modern scientific and technological achievements in the country's defense system.
We consider calls for enmity, revenge, distrust, hatred in society inadmissible, and call for decisive efforts to create an environment of solidarity and unity. In this situation, we consider the continued tenure of the RA government ineffective and demand the resignation of the government headed by the prime minister of the republic."
