ArmInfo.Azerbaijan's large-scale armed attack on the Republic of Artsakh, which has continued since September 27, is accompanied by serious violations of the laws and customs applied during armed conflicts. This is stated in the statement of the Artsakh Foreign Ministry.
"In particular, in the course of aggression against the Republic of Artsakh, the Azerbaijani armed forces make deliberate attacks on civilian objects that are not military targets, use prohibited methods and means of war that can cause unnecessary damage or unnecessary suffering, and also use types of weapons of an indiscriminate nature. As a result of the criminal actions of Azerbaijan, there are killed and wounded among the civilian population of Artsakh. Serious concern is caused by the information that Turkey is recruiting mercenaries from the Middle East to participate in military operations on the side of Azerbaijan. Such actions by Azerbaijan constitute a serious violation of international humanitarian law, in particular, the Geneva Convention for the Protection of Civilian Population in Time of War, and are considered war crimes. It should be noted that both the Republic of Artsakh (since January 26, 1993) and Azerbaijan are parties to the said Convention.
The next aggression of Azerbaijan against the Republic of Artsakh should be viewed in the context of large-scale and systematic attacks on the civilian Armenian population undertaken by the Azerbaijani side both in peacetime and in wartime from the very beginning of the Artsakh national liberation movement to this day. Pogroms of the Armenian population in Sumgait, Baku and other cities of Azerbaijan, forcible deportation of the entire Armenian population from Azerbaijan, war crimes of the Azerbaijani armed forces both during the war against Artsakh in the 90s and in April 2016, continuing violations of the fundamental rights of citizens of the Republic of Artsakh and preventing them from exercising their inalienable rights is nothing more than a crime against humanity.
The Azerbaijani side is once again trying to put itself above international law. At the same time, the illegal acts of Azerbaijan each time become more and more threatening to the life of the civilian population in particular and regional peace and security - in general, in violation of the UN Charter. It is in this context that statements by representatives of international organizations regarding the need for an immediate end to hostilities should be viewed. The statements of political and public figures from various countries about the need to bring Azerbaijan to justice deserve special attention. We are convinced that this is the most effective mechanism for ensuring Azerbaijan's compliance with its obligations as a member of the international community, as well as suppressing its further intentions to commit internationally illegal acts. Of the tools available in the international community's arsenal for maintaining regional peace and security, the international recognition of Artsakh is the most effective measure. Endowing the Republic of Artsakh with international legal personality will add legal mechanisms to protect the fundamental rights of its citizens to the military means of ensuring the Republic's security>.
