Since 2004, state or communal agricultural land has been leased to community leaders, their relatives or subordinates at significantly lower prices than their market price. Then, a small part of these land plots was ten-fold more expensive leased to a telecom operator. Tenants made big profits by depriving communities of this financial source.
Damages in the amount of 94 609 107 drams were caused to communities, of which as of May 20, 12 250 000 drams were restored. The suspects and the accused voluntarily or partially compensated for the damage, therefore a preventive measure was applied to the. In the case of three communities, lease agreements were terminated. In 2 criminal cases, two community leaders were detained and 10 were indicted.
