Lydian International ընկերությունը ծրագրում է 2017 թվականի առաջին կիսամյակից ձեռնամուխ լինել ոսկու արդյունահանմանը Հայաստանում

 Lydian
International ընկերությունը,
կառավարությունից վերջնական թույլտվությունները ստանալուց հետո, ծրագրում է 2017
թվականի առաջին կիսամյակից Հայաստանի հարավում ձեռնամուխ լինել ոսկու արդյունահանմանը: Այս մասին հոկտեմբերի 16-ին
կայացած ճեպազրույցում հայտարարել է ընկերության նախագահ և գլխավոր գործադիր
տնօրեն Հովարդ Սթիվենսոնը (Howard Stevenson):


 


Նրա խոսքով, շինարարական
աշխատանքները հանքավայրում նախատեսվում է սկսել 2015 թվականի երկրորդ կիսամյակում,
որոնք կտևեն 18 ամիս: Հանքավայրի շահագործման վերաբերյալ կառավարության վերջնական
թույլտվությունը ընկերությունը ակնկալում է ստանալ մինչև 2015 թվականի հուվարը,
ասել է նա:


 


Ընկերության ղեկավարը նշել
է, որ անցյալ շաբաթ Ամուլսարի հանքավայր է այցելել միջազգային բանկերի և վարկային
կազմակերպությունների 17 ներկայացուցիչ, հանքավայրի ներդրումային գրավչության
հաշվետվությունը կազմելու նպատակով: Հովարդ Սթիվենսոնը հաղորդել է, որ ներդրողները
դրական են գնահատել նախագիծը, ինչը կնշվի նրանց զեկույցներում: Նրա խոսքով,
Ամուլսարի նախագծի տնտեսական բաղադրիչը համաշխարհային չափանիշներով արտակարգ
գրավիչ է, հաշվի առնելով ոսկու գնահատված` 75 տոննա պաշարները, հանքաքարի
վերականգնման մակարդակը և տնտեսական մյուս պարամետրերը: Պոտենցիալ ներդրողների
թվում են Միջազգային ֆինանսական կորպորացիայի (IFC) և Վերակառուցման և Զարգացման
Եվրոպական բանկի (EBRD) ներկայացուցիչները, որոնք հանդիսանում են նաև Lydian International ընկերության
բաժնետերերն ու պոտենցիալ կրեդիտորները: Նախագահը հավելել է, որ միջազգային
ֆինանսական այդ կառույցներն ամենակոշտ, այդ թվում նաև բնապահպանական, ստանդարտների
կողմնակիցներն են:


 


Նա նշել է, որ
2006 թվականին, հանքավայրի հայտնաբերումից հետո, երկրաբանա- հետախուզական և մյուս
աշխատանքներին ուղղված ներդրումներն արդեն կազմել են 69 մլն.դոլար: Հանքավայրի
շահագործման թույլտվությունն ստանալուց հետո կապիտալ ներդրումների ծավալը կկազմի
426 մլն.դոլար: Նախագծի ներդրումների ետվերադարձի ժամկետը կկազմի 5 տարի` ըստ
սեպտեմբերին ընդունված` տեխնիկա-տնտեսական հիմնավորումների: Արտաքին ռիսկերի
շարքում Սթիվենսոնը նշել է ոսկու համաշխարհային տրենդները: Հիմնավորման մեջ ոսկու
մեկ ունցիայի գինն ամրագրված է` 1250 դոլար, բայց այսօր այն կազմում է 1240 դոլար:
«Առայժմ ամրագրված գինն ավելի բարձր է: 
Բնականաբար ծրագիրը խոցելի է ոսկու համաշխարհային գների անկումների
նկատմամբ»,-ասել է նախագահը:


 


Lydian International ընկերության ղեկավարը
նշել է, որ Ամուլսարի նախագծի իրականացումը կարող է դրական ազդեցություն ունենալ
երկրի տնտեսության և տեղական համայքների զարգացման վրա: Ակնկալվում է, որ ոսկու
ներկայիս գների պայմաններում բյուջեին ուղղված վճարները կկազմեն տարեկան 40
մլն.դոլար, իսկ մոտ 1 մլն.դոլար կվճարվի տեղական ինքնակառավարման մարմիններին`
համայնքային հողերի վարձակալության դիմաց: Շինարարական աշխատանքների փուլում
ծրագրին կընդգրկվի մինչև 1500 մարդ, հիմնականում մերձական համայքներից և Հայաստանի
մյուս քաղաքներից: Իսկ հանքավայրի շահագործմանն առաջիկա 10 տարիներին կընդգրկվի
700 աշխատող: Ուղղակի եկամուտներից բացի ակնկալվում է նաև անուղղակի եկամուտներ,
պատվերներ, կապալառուական պայմանագրերի և ծառայությունների տեսքով, ասել է Հովարդ
Սթիվենսոնը:


 


Ավելի վաղ հաղորդվել էր, որ
Lydian International ընկերությունը
նախատեսում է 2015-2017 թվականներին 426 մլն դոլարի կապիտալ ներդրում կատարել
Ամուլսարում ոսկու արդյունահանմանը:


 


Lydian International ընկերություն իր կայքում հրապարակել է
Հայաստանի հարավում գտնվող Ամուլսարի հանքավայրից ոսկու արդյունահանման ծրագրի
տեխնիկա-տնտեսական հիմնավորումները: Ըստ այդ հիմնավորումների, ոսկու հաստատված
պահուստները հանքավայրում կազմում են 2.130 մլն.ունցիա: Հանքավայրի շահագործման ժամկետը կազմում է 10 տարի ու 4 ամիս: Նախատեսվում է
տարեկան միջին հաշվով ստանալ 200 հազար ունցիա ոսկի: Մեկ ունցիա ոսկու ստացման
նվազագույն ծախսերը կազմում են 694 դոլար: Ոսկու ստացման ընդհանուր ցուցանիշը
կազմում է 84%, դատարկ ապարների գործակիցը`2.8: Ներդրումների ետ վերադարձի ժամկետը
կազմում է 5 տարի: Ծրագրի իրականացման ընթացքում նախատեսվում է տարեկան ստանալ
մետաղի բարձր պարունակությամբ 10 մլն տոննա հանքանյութ: ՏՏՀ կազմվել է SGS
մասնագիտացված ընկերության կողմից:


 


Բրիտանական AMC Consultants կազմակերպության
դասակարգմամբ, Ամուլսարի հանքավայրում ոսկու պարունակությամբ հանքաքարի գնահատված
պաշարները գնահատվել են 77,200 մլն տոննա, որտեղ ոսկու միջին պարունակությունը
կազմում է 0.78  գ/տոննա, արծաթինը` 3.6
գ/տոննա: Ոսկու ընդհանուր պարունակությունը կազմում է 1.940 մլն.ունցիա իսկ արծաթի
պարունակությունը`8,810 մլն. ունցիա: Ընկերության տնօրենը նշել է, որ
լրացուցիչ  հետազոտությունների միջոցով
ոսկու պաշարները կարող են աճել: Այսպես, կանխատեսվող պահուստները կազմում են լրացուցիչ`
45,100մլն տոննա հանքանյութ:

հանդիսանում է Գեոթիմ ՓԲԸ
միակ բաժնետերը, որը լայնամասշտաբ երկրաբանա-հետախուզական աշխատանքներ է իրականացնում
2006թ-ից և ինքն էլ ձեռնամուխ կլինի հանքավայրի շահագործմանը: Դա ԽՍՀՄ փլուզումից հետո Հայաստանում հայտնաբերված
ոսկու միակ հանքավայրն է:
