 The biased statement of the PACE President Pedro Agramunt, who said that he would do his best to contribute to settlement of the Karabakh problem, is detached from the reality, because PACE has no mandate to take part in the settlement of the conflict, Samvel Farmanyan, member of the Armenian Delegation to PACE, has told ArmInfo.       

He says that such shortsighted statements fail to contribute to the conflict settlement. Quite the opposite, they can hamper it. "Agramunt has once again proved the impartiality of the Armenian Delegation's accusations against him. He has also cast doubt on PACE's image," Farmanyan says, noting that, unfortunately, this is not the first case the Armenian Delegation deals with a person, who speculates on the Karabakh issue and tries to solve his personal problems instead of performing his duties. "For instance, instead of political speculations, Agramunt could have used the opportunities provided by his position to contribute to enhancement of confidence between the sides," he says.         

Farmanyan thinks that Agramunt's actions and statements are aimed at pleasing Baku with all that it implies. However, he adds, Agramunt is the not the politician to have any influence on the Karabakh conflict settlement process.  

He also stresses that Agramunt's steps and remarks should be an alarm for PACE, particularly, for the members of the European Democratic Party political group, about the expediency of possible prolongation of Agramunt's powers as PACE President in January.      

To note, during the meeting with Speaker of the Azerbaijani Parliament Ogtay Asadov on the sidelines of the meeting of the CIS Inter-Parliamentary Assembly in St.  Petersburg, Pedro Agramunt said that all conflicts, including the Karabakh one, should be resolved on the basis of the territorial integrity principle. He also expressed his discontent with the Armenian Delegation's accusations against him.
