In case of political will, Armenia is able to further oppose the attempts of inadmissible decisions on Artsakh, says Hrachya Arzumanyan, PhD in Technical Sciences, Head of the Stepanakert-based "Ashkharh" Center for Strategic Studies, expert in military and national security issues.
Talking to ArmInfo, Arzumanyan addressed the so-called "Putin's plan" and "Lavrov's plan" saying one can speak of them quite figuratively. "It is rather about the so-called Kazan agreement drafted yet under Dmitry Medvedev. Anyway, we should comprehend that these projects are variations of the known Madrid Principles drafted and adopted by the conflicting sides yet under the first president of Armenia Levon Ter- Petrosyan," he said.
He recalled that these principles are inadmissible to the Armenian people and this fact has been voiced for a second decade already. It has been repeatedly stated during the recent years that both the given principles and the Artsakh settlement philosophy needs to be revised, Arzumanyan said adding that the Armenian states ought to do it yet before the April war.
He said that it is a long-term process and the settlement principles are discussed, accepted or rejected within decades. As for the current pressure exerted on Armenia's ruling elite, Arzumanyan does not think it is anything extraordinary or extremely tough. As a whole, this means that Armenia is able to oppose the decision inadmissible to it, Arzumanyan said for conclusion.
Referring to diplomatic sources, Ani Armenian Analytical Center has published the so-called Putin Plan on Karabakh. The plan is rather close to the stage-by-stage settlement scheme of 1997 and consists of two major packages: 1) the Armenian forces are withdrawn from 5 regions - Aghdam Fizouli, Jebrail, Zangelan, and Kubatlu. 2) Nagorno Karabakh receives a firm intermediate status not implying a return to Azerbaijan's territory or an independent status within the visible future. The referendum for the implementation of the Karabakh people's right to the self- determination, which is stipulated by the Madrid and Kazan documents, is postponed for an indefinite period of time.
