The Orinats Yerkir Party and the ARF Dashnaktsutyun Party have expressed no stand on the draft constitutional reforms yet.
Heghine Bisharyan, Head of the Orinats Yerkir faction, has told ArmInfo that the party will assess the draft reforms only after detailed debates that will take place within the next few days. Earlier, however, Orinats Yerkir came out against Armenia's switch to a parliamentary regime.
Aghvan Vardanyan, Secretary of the Dashnaktsutyun faction, says that his party has not yet managed to study the draft reforms. Therefore, it abstains from any specific assessments. In the meantime, he recalls that Dashnaktsutyun advocates a parliamentary regime and a proportional electoral system, which are stipulated in the new draft Constitution.
As regards the Prosperous Armenia Party, Heritage Party and Armenian National Congress Party, they have previously told ArmInfo about their concern over some provisions of the draft constitutional reforms.
The draft constitutional reforms initiated by Armenian President Serzh Sagsyan imply a switch to a parliamentary regime. According to the new draft Constitution, the President is elected by a board consisting of parliamentarians and representatives of local administrations. The President shall be non-partisan and can be elected for one term only. The presidential term is prolonged from 5 to 7 years, and the period of the presidential candidates' citizenship and permanent residence in Armenia is reduced from 10 to 7 years. According to the new draft Constitution, the Prime Minister becomes the commander-in-chief in the times of war. The Prime Minister is appointed within 3 days after the launch of the newly elected Parliament's activities. The number of the ministries is not to exceed 18. The Parliament is formed by means of proportional elections and consists of at least 101 members.
