Most of the Armenian parliamentarians took part in the voting on the bill "On concepts of key military and political provisions of ensuring the security of Nagorno- Karabakh and the Republic of Armenia".
In particular, there were 8 pros, no contras, and 1 abstention.
Before the voting, Chairman of the Parliamentary Commission on Foreign Affairs Artak Zakaryan said that the bill had been submitted for the fourth time. "When adoption of such a document is expedient, it will be adopted unanimously", he stressed.
To note, at the Nov 11 session of the Armenian Parliament, MP from Heritage Party Zaruhi Postanjyan presented the bill "On the concepts of key military and political provisions of ensuring the security of Nagorno-Karabakh and the Republic of Armenia". The bill stressed the need for recognition of the Nagorno-Karabakh Republic by the Republic of Armenia. All the parliamentary forces, except ARF Dashnaktsutyun and Heritage, decided not take part in the voting, because they thought that unilateral recognition of Karabakh by Armenia would hinder the Karabakh peace process within the OSCE Minsk Group format. Head of ARF Dashnaktustyun Faction Armen Rustamyan, unlike his colleagues, said that ARFD will vote for the document. "When we abstain from voting or vote against such documents, this becomes an object of speculations and misinterpretations outside the republic. This is interpreted as Armenia's reluctance to recognize Nagorno-Karabakh. To avoid such speculations, we will vote for the document", he said.
