On 26 September , Armenia's parliamentary commission for foreign relations delayed the discussion of the draft decision on recognition of the NKR by Armenia. The draft was initiated by a member of the parliament from the Heritage party, Zaruhi Postanjan.
She pointed at some circumstances that make it necessary to take such a decision. She means Armenia's joining the Eurasian Economic Union, which makes certain barriers between the two Armenian republics,in particular, the possibility of the customs point setting between them. "In that case, Armenia will not be able any more to independently determine the ways of its economic cooperation with Nagornyy Karabakh. We assign this authority to the above-national body. In such conditions, I offer at the level of the parliament de-jure to recognize Karabakh by Armenia and judicially fix duties of Armenia on protection of security of Nagornyy Karabakh and rule out deployment of peace-keepers in the Karabakh conflict zone",- Postanjan said.
Members of the RPA faction did not agree to Postanjan and said that in the conditions of fragile regional and international security system, it is better to delay recognition of Karabakh by Armenia. "The official recognition of Karabakh by Armenia and otherUN members is our prior task. However, today we should realistically assess our diplomatic potential", - the RPA member, Hamlet Harutyunyan, said. For his part, another member of the RPA, Artashes Gegamyan, also said about the delay of the document. As a result of stormy and emotional discussions, members of the parliament decided to delay adoption of the document and make the needed corrections in it later.
