The governance form should comply with the situation in the country. For Armenia that actually lives neither in peace nor war, the hybrid form of governance is the best possible option, Armenian expert Harutyun Mesrobyan told reporters on Sept 2.
Mesrobyan pointed out that the regime Armenia wants to switch to cannot be called parliamentary. It should be called "prime minister's regime", because the prime minister will deal with the foreign and domestic policies. However, he said that all the existing governance forms have run their course, so, Armenia should switch to an alternative regime - a hybrid form of governance. "It is the only form of governance that can change in compliance with the situation," he said and pointed at the example of China. "The leadership of China changes almost completely once every 10 years," he said.
The expert pointed out that in 1995 Armenia adopted the Constitution and a year later Armenia experienced shameful presidential elections. The constitutional amendments of 2005 resulted in the March 2008 events. "90% of all the processes related to the new draft constitution are garbage and one should not take them too seriously amid non-use of the Constitution and the lack of responsibility," he said.
To note, the draft constitutional reforms declare the government as the supreme executive body, which elaborates and implements the domestic and foreign policies. The government is also to deal with the general public administration system. The new draft constitution obliges the president to appoint the prime minister from the party or the bloc that win the parliamentary elections. If the parliamentary forces fail to advance the prime minister's nominee, the National Assembly will be dissolved. The Armed Forces are under the government's jurisdiction and the prime minister becomes the supreme commander-in-chief in wartime. The National Assembly is elected for 5 years under a proportional system and consists of at least 101 members. The Parliament will also give seats to the representatives of national minorities.
