The draft constitutional reforms demonstrate that the professional commission has performed its mission, because the key goals and tasks have been carried out, Vardan Poghosyan, member of the Commission for Constitutional Reforms, said during the parliamentary hearings on September 4.   

He stressed that both the President of Armenia and the Commission for Constitutional Reforms are ready discuss all the proposals. They are also ready for wide discussions and mutual concessions. Poghosyan emphasized that the key goal of the authorities is to adopt a constitution that could ensure development of democracy and establishment of a law-governed state.      

To note, the draft constitutional reforms declare the government as the supreme executive body, which elaborates and conducts the domestic and foreign policies. The government is also to deal with the general public administration system. The new draft constitution obliges the president to appoint the prime minister from the party or the bloc that win the parliamentary elections. If the parliamentary forces fail to advance the prime minister's nominee, the National Assembly will be dissolved. The Armed Forces are under the government's jurisdiction and the prime minister becomes the supreme commander-in-chief in wartime. The President is elected by a board of electors. The President shall be non-partisan and he/she is elected for 7 years with no right for a second presidency term. The National Assembly is elected for 5 years under a proportional system and consists of at least 101 members. The Parliament will also give seats to the representatives of national minorities.
