OSCE Minsk Group co-chairs' proposals to set up mechanisms for investigation of incidents will hang in the air, Dr. Alexander Tsinker, Director of East European States & CIS Institute, President of the Israel-based International Expert Center for Electoral Systems (ICES), told journalists, when commenting on the possibility of creating mechanisms for the investigation of the incidents.
The Israeli expert said that he thinks no mechanisms will be set up for the investigation of the incidents. As well as no committee will be created to unequivocally state, which side is responsible for the ceasefire violation. Even if the committee is created, it will not use clear statements and the result will be the same that means, a common call to keep the ceasefire regime in the terms of 1994 Agreement. The expert is sure that this is all OSCE can do.
Meanwhile, he thinks that all the international formats for the conflicts resolution make balanced statements, addressing all sides, regardless which side initiated the provocations.
Answering the question related to Baku's attempts to draw over Tel Aviv to its side, the expert noted that Tel Aviv always acts with due regard for its own interests. "Of course, we get 30% of oil from Azerbaijan, we are interested in it as a country, which borders Iran, and the reasons for that are clear. But we don't act for any side, neither Armenian, nor Azerbaijani. We supply hardware to Azerbaijan, but this is only business. I have talked to Armenian colleagues and told them that if Armenia wants, it also can purchase necessary hardware from Israel, but Armenia's answer was confused, saying that Armenia is CSTO member and this a separate issue for it ", the Israeli expert said. He also noted that Israel is a rather developed country and no one can play with it and draw it over from one side to another. "We do only what is beneficial for us, and Israeli prime-minister said this from UN platform", Israeli expert summarized.
