ArmInfo. Tatul Manaseryan, Ph.D, the Alternative Research Center Head, thinks that Armenian Government head is not informed about "disgraceful" work of the mid-ranked chain of republican official entities. This was stated by him at a press conference on January 16.
According to the economist, at least the half of official staff of the state entities are not at their places and does not deserve the salary paid. Besides, Manaseryan thinks that several Ministries should be cancelled at all, because they are operating duplicated functions and the useful coefficient of these entities for the country is zero. The expert also calls out to cancel the practice of staff rotation. "The person is incapable to do the work he is assigned to, and, instead of being fired, he is assigned to another position," he stated. In this respect, the expert considers the staffing policy as the first priority for the Prime Minister.
All the prime Ministers of Armenia had a wish to reach positive changes in the country, the economist states. But the lack of team performance is still there. At the same time the expert informed, that after the Government changed, he sent a Road map of Armenia Development, drafted four years ago, hoping for cooperation. "Instead of that I got a "disgraceful answer", stating that many provisions are already implemented. The reason is the awful work of the mid-ranked chain," the expert said. "Today we succeeded only with the team work in the Government, because many people realize that in the result of proper reforms they will become unemployed," Manaseryan stated.
To remind, Tatul Manaseryan and the Alternative Center leaded by him, had developed and submitted to authorities the Road Map of Armenian Economy Development, comprising several scenarios in respect to the export and investments attraction. The key stone of the project was the improvement of the country's human potential.
