ArmInfo.Diversion raid initiated by Azerbaijani troops is an obvious violence of all the international requirements in respect to human life protection, Armenian Ombudsman Arman Tatoyan's statement reads.
"Taking human life, including soldier's life, under conditions, when an attack is not expected, is inacceptable and is subject to be blamed. It is also to be blamed that military actions were taken near vital area, particularly during morning hours and daytime, because that makes the intension of Azerbaijani troops real - to harm civil population," he accentuated.
Tatoyan added also, that Ombudsman office employees have already left for the place of the accident to deal with human rights violations data and facts collection. "After the facts study is over, justified estimates will be submitted to appropriate international entities," he mentioned.
On December 29 morning, at the south-east sector of the Armenian border, near the village of Chinari, Azerbaijani troops had initiated a diversion attempt, launching rocket mortars and sniper rifles.
