ArmInfo. Azerbaijan is responsible for the April war in the Karabakh conflict zone, Director of the Institute of CIS Countries Konstantin Zatulin, told reporters in Yerevan.
"We know what happened in April. Those tragic events took place due to Azerbaijan's ceasefire violations. Before that the ceasefire was also breached but not so frequently," he said.
Zatulin stressed that the Karabakh conflict should be settled peacefully. At the same time, he said: "The NKR cannot be a part of Azerbaijan, however, the territories adjacent to the NKR should be returned to Azerbaijan".
As regards the Armenian-Russian relations, Zatulin said that at the moment Armenia has some doubts about Moscow's implementation of its obligations as an ally. "I think Russia should do everything possible to minimize these doubts and to neutralize them," he said. Zatulin is convinced that the allied relations of Armenia and Russia are deep and comprehensive. "In 2016 Armenia and Russia signed an agreement on joint air defense system and for the first time Russia provided Iskander systems to another state, which is Armenia," he stressed.
