"We have reached full agreement in the format of OSCE Minsk Group Co-Chairs (Russia, USA and France) related to the need to continue efforts on Nagorno-Karabakh settlement based on principles agreed before", Russian Foreign Minister Sergey Lavrov stated at the press conference in Hamburg on December 9 summarizing the results of the 23rd session of OSCE Ministerial Council.
"The agreements in Vienna and Saint Petersburg first and foremost related to the necessity to reaffirm the regime of ceasefire. This was done but unfortunately violations continue. We highly assess OSCE role in monitoring the situation on the Line of Contact. The agreement was also reached on the issue of increasing the number of OSCE observers; the group, which consists of only 12 people, will increase insignificantly by 7 people. We consider that these agreements should be reflected in the OSCE decisions. But in order to implement them consensus is needed. The sides agreed on increasing the number of observers but there is no consensus on the place of their deployment. I, as many others, think that they should be deployed on the Line of Contact. However, there is no consensus on the issue yet", Lavrov summarized.
