ArmInfo. Orinats Yerkir Faction head Heghine Bisharyan considers the Government's program good but incomplete.
At a sitting in Parliament, Bisharyan said that 14 governmental programs have been presented over 13 years, i.e. since she became a lawmaker, and Prime Minister Karen Karapetyan's program by 80% resembles the previous programs. "However, this program has positive emphases, which make it of a high quality," she said, adding that the programs of the previous governments were also good, but the authorities failed to implement them.
"No one forbade the previous governments from eradicating the monopolies that hamper the SME development. Neither did anyone forbid them from retrieving the money stolen by various officials and ex- officials. Instead of pointing at the need to liquidate poverty and unemployment, the Government should retrieve this money and invest it in the sectors that will contribute to the economic prosperity," the lawmaker stressed. Bisharyan thanked the Prime Minister for dismissing the ill-famed officials and emphasized the need to hold them accountable and retrieve all they have been robbing over the past few years. In the meantime, Bisharyan stressed that she does not believe it is possible to attract sufficient investments within the next 6 months to stop the migration. She added that the Orinats Yerkir Faction will abstain from voting for the Government's program in order not to deprive it of the opportunity to put all its positive provisions in practice.
On October 20, Prime Minister Karen Karapetyan said that the key task of the Armenian Government for the next three years will be to form fair, clear and competitive conditions that will become a driving force for the country's progress. He noted that a conscientious businessman should feel safe in the country. He stressed that the country needs cardinal reforms and that the Government is going to start that process from itself. The Prime Minister noted the Government's website will have a page for letters to the Prime Minister. "Not a single letter will remain without response," Karapetyan assured the MPs. He stressed that all the ministries are instructed to present a new management system whose key factor will be professionalism. The structures that do not operate properly or do not work at all will be dissolved, not optimized. The number of the state non-commercial organizations will be reduced and system of public procurement and offices for implementation of loan programs will be centralized.
